FANR’s Vital Role in Protecting Lives Across the UAE

Dubai – While much of its work happens behind the scenes, the Federal Authority for Nuclear Regulation (FANR) plays a critical role in safeguarding the lives of UAE residents every single day, from hospitals to power plants and even major public events.

The recently published FANR UAE 2024 Annual Report outlines how the authority’s wide-ranging safety and security initiatives span across sectors, reinforcing the nation’s commitment to nuclear safety, radiation protection, and emergency preparedness.

Ensuring Safe and Reliable Energy

With the Barakah Nuclear Power Plant—also referred to as the Barakah Power Plant—now supplying approximately 25% of the nation’s electricity, FANR’s regulatory oversight ensures that the Emirates nuclear energy infrastructure remains both reliable and secure. In 2024 alone, FANR carried out over 580 inspections across nuclear facilities, hospitals, transport vehicles, and major public venues.

Proactive Emergency Preparedness

A major highlight this year was the launch of TAHYAA, a national emergency response programme developed in partnership with the Ministry of Interior. Nearly 3,000 first responders were trained to manage nuclear and radiological emergencies, a vital step in strengthening the UAE’s resilience.

FANR also introduced IONS (Intelligent Operational Nuclear Safety), a forward-looking system designed to mitigate nuclear risks in the face of climate change. This initiative aligns with the UAE’s net-zero ambitions, ensuring the continued safety and sustainability of Emirates nuclear operations.

Health and Hospital Safety

In the healthcare sector, FANR conducted radiation safety inspections at 210 sites, including 106 medical facilities. These inspections ensure that diagnostic and therapeutic radiation equipment is used safely, protecting both patients and healthcare professionals.

At the Barakah Nuclear Power Plant, FANR also performed 20 targeted inspections focused on operational protocols, staff licensing, and adherence to international nuclear safety standards.

Transport and Public Safety

FANR’s oversight extends to the transportation of radioactive materials, border inspection procedures, and collaboration with the National Guard Command to protect nuclear infrastructure.

Additionally, the authority monitored radiation safety at large public events and spearheaded national campaigns to recover orphan radioactive sources. Working closely with scrap metal dealers and industrial stakeholders, FANR helped prevent potential hazards to public health and the environment.

Global Engagement and Regional Leadership

On the international stage, the Federal Authority for Nuclear Regulation contributed to shaping nuclear policy through active participation in the International Atomic Energy Agency (IAEA) and the United Nations. FANR also led emergency preparedness drills in cooperation with regional partners such as Saudi Arabia, reinforcing its role as a regional leader in nuclear safety.

Driving Innovation and Emirati Empowerment

Innovation remained at the heart of FANR’s operations. In line with the UAE’s digital transformation efforts, FANR appointed its first Chief AI Officer and joined the Zero Government Bureaucracy Programme to streamline operations and boost efficiency.

A standout milestone was the release of the first GCC white paper on radiological protection, solidifying the UAE’s position at the forefront of scientific leadership in nuclear safety.

FANR continues to empower national talent. Emiratis now make up 76% of its workforce, with women representing 45%. Through scholarships, training, and development initiatives, FANR is preparing the next generation of nuclear regulatory professionals.
